Likely either you moved a vacuum hose and it cracked which is now causing a vacuum leak or you disconnected a vacuum hose and it's leaking. You will just need to track down where it's leaking. You should be able to hear it sucking/pulling in air.

It's normal for a car to idle that high on a cold startup.

But if it's idling there after your car is completely warmed up then it has to be a vacuum leak.

Ignition timing will not cause a car to idle higher...lower maybe but not higher.

Just check all hoses coming out of the intake manifold. Start with the intake solenoid hose running from the passenger side along the air duct towards the battery area. Not 100% your car has one going that way but it might. It will be long.
