I have a 09 civic that's been a project. I bought It as a theft recovery someone stole the turbo off of it .im putting it back w a headerback exhaust . It has been setting for about a year. Dirty gas might be clogging up the injectors?The immobliizer isn't active.. I have a new stock ECu married to the car. New 330 cc asu injectors oem calls for 310cc. I've replaced the coil boots spark plugs injectors air intake and mag sensor. Plus exhaust and ECu. The fuel pump works it was taken out and tested and has a new fuel line . And the fuel pump gets power in the rear of car. The injectors pulse but not enough . Although the ktuned fuel rail shows good fuel pressure.

What do you mean, "The injectors pulse but not enough"??\
If you mean a weak pulse, check/redo your main grounds, batt to chassis and chassis to engine, DO NOT just eyeball them, disconnect/clean/reconnect, check/redo the thermostat housing ground(s). 94

It has a ktuned fuel rail showing 46-48 psi when it turns over and when we lifted the fuel rail up the injector pattern was of a leaking or dripping state not a spraying or pattern state and nothing at all was coming out barely . And do u have the a diagram for the grounds bc when the car was purchased the ground wire was stolen , probably due to it having a gold connector. But as of right not the ground wire is just going to the body and no other grounds are made from the battery ..
The injectors get 12V+ from the fuel injector relay in the PGM-FI Main Relay, [hot in run and start] the ground for the injectors is "pulse" from the ECU/ECM, it is the ground pulse that "fires" the injector.
If the injectors are not "firing" properly it is either because there is not proper voltage to them, [about 12.5V with ign. switch on] or the ground pulse from the ECU/ECM is poor.
If power is bad, check the PGM-FI Main Relay, if the groud puls is the problem, check grounds for the ECU/ECM. 94
