Default 99 Civic EX-AC Fuse 56 keeps blowing

Ti's getting hot in Houston and my AC has stopped blowing cold air..can anyone please help me diagnose my problem with me having to break the bank??

Here is the trouble shooting that i have completed thus far but have not gotten very far:

With the condenser fan assembly (brand new, just replaced it) and compressor and clutch relay all connected (blows cold air) the compressor kicks on (or engages) (RPM's drop from 2 to half way between 1 & 0) it makes a series of noises (like deep clicking) like it's coming on and off several times then fuse 56 blows within minutes.

1st- tested the condenser fan and clutch Relay fuses (the big black ones under the hood) and had to replace one. But fuse 56 still blew after replacing this fuse and everything is connected.

2nd- unplugged the clutch relay and left the new condenser fan plugged in turned AC on high (RPM's on car are at 1) and fuse 56 did not blow (ac only blows warm air)

3rd- plugged in the clutch relay and unplugged the condenser fan, you could hear the compressor make a noise (the rpms on the car are pointed to the 1) and fuse 56 did not blow (ac only blows warm air again),

I have read in other post about the CLUTCH FIELD COIL possibly having a short but i do not know how to test this to see if its the problem or if i need to purchase a new AC compressor (i hope not, because it was replaced 2 years ago). Can anyone help?

Your tests suggest that there are 2 separate issues causing fuse 56 to blow - condenser fan and compressor clutch.

Do I have to remove the compressor to test the clutch? I've already replaced the condenser fan assembly. Also did the paper clip test to the compressor clutch and it engages but very intermittent (on and off, on and off)..

Nope. You just need to Ohm test it. Also measure the clearance between the pulley and armature plate.

I've already replaced the condenser fan assembly.
Your test indicates the fan is one of the problems, though you should solve the clutch issue first.
