Default Crank@ TDC/ Cam rotated when torqued

Ok guys, so I'm almost finished rebuilding my D16Z6. Before I installed the head, I had to rotate my crank one tooth to TDC, now the notch lines up on the oil pump with the crank pulley gear. I then bolted the head down to spec. laid down the camshaft to TDC and torqued the rocker assembly to spec. I noticed the cam rotated two teeth away from TDC. The only thing I could think to do was rotate it back by hand, which I did. My question, did I screw up somewhere or is it normal for it to rotate like that when torquing the rockers down? Do I just install the timing belt and Adjust the valves and be good to go? Thanks in advance.
