Default 85 civic wagon, huge studder off idle

Working on a 85 civic for a friend. Car runs great from about 2600rpm on up but falls on it's face from idle. You have to rev the engine up, and keep the revs above 2600 and it'll run great. Idle goes from steady to spuratic.

Just pulled, cleaned, and rebuilt carb. Felt like a carb problem for sure, guess i was wrong on that.
Oh yeah, to make matters more fun the cars setup for CA emissions. I've never seen so many damn vacuum lines in an engine bay! I must have spent a good 5 hours just straightening out vacuum hoses that had be disarranged by a previous owner.

plugs, cap, rotor, wires were replaced before I started working on it.

Any ideas?

Sounds like you have a decent vac leak in between the carb base and intake manifold. Check the plastic spacer and use Hondabond on both side for a tight seal.
