Legality of RHD in PA questions
Hello all. I have a few serious questions and I'm hoping to get a clear answer. After Googling for a while I'm still not sure what's what.
I am considering making a trip to buy a very nice RHD swapped turbo gsr from a neighboring state. I'm very serious about buying this, but not if it's going to get seized or result in thousands in fines and repeated impounds. I only texted the guy for a little while today, so I don't know all the details except a parts list and the price. I do know that it isn't inspected in either state and that I would be driving approximately 3 hours back home down the turnpike. I'd be breaking the bank to buy it, but I've been looking for a something like this for over a year now. I plan on putting it in storage and rarely driving it anyway until I can save some rainy day funds.
I'm going to ask the guy more about it tomorrow, but I'd like to get some input from others regardless.
So anyway, here are my questions:
Is it legal at all to drive a rhd swapped car in Pa, and do you have to make any alterations to the title to make it 100% legit? I've read about safety inspections for imported rhd cars in other states, but can't find anything concrete about swaps.
If in fact there is no special title/registration process, or if I go through it properly if there is, can I get it inspected normally? We have godforsaken emissions in the county I live in, and with a high-performance turbo setup it's going to be a huge nightmare as it is. I'd probably end up driving it on some country roads at night a little bit regardless...
If I got into an accident, would the other person be able to sue purely based on the fact that the car is rhd with a lhd vin number and title?
Finally, is the process going to be further compounded by the fact that it's an out of state title transfer?
Basically, is it going to end up costing me a ton of money and hassle on top of the price of the car?
I really badly want to take a leap and buy this car, since it's there and I have the funds. However I need more information from multiple sources before I seriously think about going down there. I've done like 6 title transfers already this year on other vehicles I've bought and sold, and many in the past, so I'm very familiar with the normal process. If anyone could share a relevant experience I would be very grateful. Thanks.

Anyone? I researched this for many hours on the net as thoroughly as possible and still have no idea. I just said "screw it" and kind of gave up on it a week ago, but the guy called me again today and offered to bring it up to me on a trailer for the same price. It's kind of hard to pass that up. In my estimation this is a GREAT deal.
I suppose I'm going to try calling local police, insurance companies, dmv on Monday. I'm not optimistic at all about their knowledge on this subject though. To be clear, I'm NOT too lazy to do this, I had just given up on the whole idea until he offered to deliver it today.
There has to be someone on this board that lives in PA and has done this before. I know some of my questions can only be answered specifically for this car alone, but in general if I knew that someone in PA has gone through this before and ended up with a legal car it would be very encouraging. Besides, it's a built turbo car so it's not like I'm going to be driving it to work everyday. I'd be ok with paying a few fines for stickers, but I do not want my car confiscated or to be hit with thousands in fines. I'll post my info that I get from the dmv etc when I call them to save others the trouble in the future. Thanks for any input!
