Is it only when you turn the key to II(ON)?
If so, there may be a fuel leak. When you turn the car 'ON' the fuel system pressurizes.
Might also be a faulty EVAP valve that is incorrectly venting fuel vapor to atmosphere, or a vacuum leak in the EVAP system, which may be part of your revv issue.

Pop the hood, look at all the fuel related hoses, have someone turn the car to ON and look for any wetness around the injectors/fuel lines/filter/FPR/ etc.

Try and pin point the smells origin.
If it does it at every start it may be fairly easy to find.

well normally it means there is no compression but it could just one spark plug is bad or a wire is bad or the cap is bad or even an injector isn't firing

I would check all that out but only after i looked at my spark plugs. They should all be tan.

I actually used to smell fuel when my egr system on my camry needed cleaning but it would run rough on start up which is what pointed me in that direction.

standard ignition tuneup is cap, rotor, plugs ... if oxygen sensor hasnt been replaced in over 75k then its due too but this sounds ignition related

oxygen sensors rarely throw a code when they go bad .. unless the heating element goes bad
