Icon3 94 accord randomly overheating

Need to pick some brains here....my 94 accord randomly tries to overheat when pulling large hills. Have changed water pump and thermostat. Both fans are wired to run all the time. But when its running hot... one radiator fan blows really hot air and the one directly above the lower radiator hose blows cool air. Top hose is really hot and bottom is no where near that hot. Could it be a faulty stat? or blocked radiator? Couldnt figure why 1 fan blows cooler air than the other and temp gauge is reading at bout half.

Temp gauge reading half way when you think its trying to over heat.?? Half way is about normal for an up to temp engine.

If you think its running to hot start with the temp sensor. Test and replace if needed. Then if it is running around 3/4 or higher then I would start by something as simple as looking to see if leaves and road trash are blocking the air flow to the radiator, looking between A/C condenser and radiator. Actually a good thing to check for road trash periodically even if not experiencing issue. Then I would check the radiator cap to make sure that is working. If that isnt working right then the antifreeze will boil sooner than it should.
Then I would recheck the thermostat and make sure that is functioning right. When you open the radiator cap is there a bunch of gunk build up at the top. Check the shape of the radiator along with a coolant flush.
Why are the fans wired to run all the time.?
Fan on the passenger side is the radiator fan, one on driver is actually the A/C condenser fan

why are both fans wired to run all the time ?
what do you mean one fan only blows cold ?
