Default F23A4 Turbo possible with OBDII?

2000 Accord manual with a F23A4 with 183K miles. From doing a bit of research, I've learned that the block is pretty good for a turbo setup. I'm not looking to get crazy, maybe try to pull 250+/- HP, just making my daily driver a bit more giddy. I have a few questions, as I'm very rookie with forced induction.

1. Do you suggest on rebuilding internals? I've heard from some the stock motor will take mild boost, but I'm looking for some expert advice. I'd hate to spend the money on a nice setup and starting blowing sh*t.

2. I live in NH where we have emissions testing every year for 96 above vehicles. If your CEL is on, it's an automatic failure. What if any, engine management systems would work for tuning/management issues so it can be a daily driver and pass inspection? I've heard yays and nays on doing this. I've also heard an AEM would work?

3. I don't plan on cheaping out when it comes to parts. However with his motor and goals, does anyone have suggestions as far as turbos, manifolds, wastegates, injectors? BOVs?

There's no viable way to tune a Honda OBD2 ecu. the code cannot be cracked and the ecu cannot be reflashed. things like the missing link, fmu, inline booster pump, safc and vafc are archaic, crude ways of tuning that normally result in subpar performance and power output and normally lead to some form of engine damage.

you could use a piggyback like an AEM FIC but they aren't cheap, require custom wiring, and lots of initial setup to keep the stock ecu happy.

Do what everyone else does. run an OBD1 adapter harness with an OBD1 chipped ecu or run a standalone. once a year just replace the stock injectors, sensors, ecu, pull the wastegate spring out, and pass emissions. then just replace the stock stuff with your aftermarket stuff, put the wastegate spring back in and that's it.
