Barometric Pressure: Code 13

So it seems that Code 13 or P1106 is the Barometric Pressure Sensor which is located inside of the ECU. However Im wondering if there could be a fault in the harness causing this problem.
I have a '01 ITR with a JDM swap in it that has a USDM oil pump and vtec solenoid wires jumped. Everything will plug in just as it should to the OBD2B plugs and ECU.
When I have the USDM ITR ecu in, the car starts up and no CEL's. However as soon as I shut the car off and turn it back on, I get a CEL for Code 13 / P1106.
I have another ECU, a GSR one. I plugged that in, and the same thing happened. No CEL, but when I shut it off and went to turn it back on, CEL for Code 13.
When I run a jumper harness from OBD2B to OBD2A and run rhe JDM-ITR ecu, I dont get any lights. On. Off. Nada.
I took the GSR ECU out and put it in my Civic so I could test the unit and see if it throws the same codes. And it doesnt. Its working bc it throws secondary O2 and knock sensor. Shut it off. Turn it on. No Code 13.
So obv this ECU is not bad.
Now back to the R. Could it be something in the wiring harness that is shorting or sending the wrong signal and making this happen??
Luckily I already ordered a new wire harness and I will be installing it this weekend. It's just really weird that the two USDM ECU's throw it only after shutting it off and back on while the JDM doesnt at all.
Im going to change my wire harness and report back if the harness may have had something to do with it. Ive already had a few issues with this harness already so Im willing to bet it is.

Well just for anyone down the road, I changed the harness and no longer have this problem. I was getting a short at atleast one of my wires and was sending improper signals to the ECU. Have started and shut off the car about 10x since and dont have Code 13/P1106
Cant stress enough how important it is to have to the correct wiring in place. Good solder's and especially good grounds.
I had used a resistor to bum power from another source and cut it from 12v to 5v for a sensor on this past harness bc i was in a pinch and knew my new harness was already on the way. I wasn't getting power to a sensor at all. (Most likely from the short in the harness) I wouldn't recommend leaving your harness like that, was just a hold over.

I Have the same problem on my 00 civic si with only one code 13 barometric
i bought new map sensor
tried 4 different ecu
checked all the grounds
Ill be replacing my Harness next since there is nothing left

I have a 06 Honda Element Ex. The vehicle stalls if I do not let it warm up for 5 minutes. Check engine pops on and now the car is winding high in first before jumping into second. Took it to the shop and check Baro sensor came up for the diagnostic. Any ideas ???
