Default Power Steering & Rack & Pinion ??

On start ups in the morning my power steering is acting goofy, kinda jerks loose tight loose and squeals for a few seconds. The belt is less than a year old and there are no power steering fluid leaks, which leads me to the thoughts that it could be Rack related.
Anybody else have this problem or know how to figure out what exactly is going on?
Thanks

Well it wouldn't hurt to check out your tie rod ends. The inner and out ones. If they have play or don't move correctly then I would recommend some new ones. The belt noise could be related to the amount of tension applied to the belt. This in your case is controlled by the bracket near the power steering or alternator I believe. Just some thoughts tho

Yeah I checked tension is good, no excessive play and this happens usually at startup or say the 1st 50 yrds of driving then all is normal

When you say no excessive play how are you determine the tension on the belt? Just to make sure

When I grab the belt to squeeze there is almost no movement .While its running from the visual there is no bouncing or deviation in rotation
