Fluctuating idle after 48s, HELP

Fluctuating idle after 48s, HELP
hello
i have a CRX EE8 B16A1
i clean the IACV, FITV, TB, IM.
i have a new PCV valve.
i Check it my vacuum routing (no problem)
i tried 3 TPS (2 used and 1 new)
i bleed air out from cooling system
other thing mega strange, if i disconnect the TPS plug stops the fluctuation (thats why i tried 3 TPS)
still have Fluctuating idle ,
i start the car, after 48s the idle starts Fluctuating.
make this test 9 times, always 48s
