So, there is oil in the spark plug tubes? Easy fix... Go to you local Autoparts store and get a set of spark plug tube seals and a valve cover gasket while your at it. Should cost about $15-$20. I know autozone an oriellys carries them.

The bogging down is probably being caused by the oil in the spark plug tubes making the connection between your plugs and plug wires weak.

Did you change the 4 o rings on the bottom of rocker arms?
Those go bad after a while.
Order a set from the dealer( like 2$ an o ring) theres 3 regular o rings and one thats a figure 8.
Then just take your rocker arm assembly off( leave the bolts in place so you dont have to re assemble it) and flip it over, youll see the o ring seals im talking about. If theyre stiff or they brake as you try n pull them out, then thats the culprit of the oil mess. Hope this helps.

check you valve cover gasket. oil might be leaking from the valves. Yours tubes could be perfectly fine and it will still leak into there.

Change the number 2 and 3, and see if it still oil in your spark plug tube. Get Hondabond, and put a light coat of it on the red mark on the picture, put both side (cam gear side and distributor side). Keep the hondabond in ziplock bag.
