Default 95 accord headlights won't turn off

My problem is I can turn lights on an they work (highs an lows) but when turn car off and turn light switch off lights stay on and markers are off have tried removing relays and fuses and nothing. After pulling fuses and relays it will finally go off. And I don't have a wiring diagram to go by

the combination switch for your lights on your steering column could be bad.

99% of the time you need to just replace your light switch.

Can you just test the relay(s)? Might be sticking in the closed(on) position.
To test the switch pull the relay out of its socket, check for voltage from the signal terminal(power from stalk switch). If power from the stalk is off, then on and when you switch to OFF there is still power at the terminal then most likely the stalk is bad/gummed up.
