OBD2 Scan Tool Not Working-ChaseBays Harness?

Hi everyone, I have ran into a problem and thought you guys could help. I am trying to get my stock USDM OBD2A P72 ECU to pass inspection, but I cannot get my scan tool to connect. All I get is a “linking error” when I connect the scan tool to the cars port and turn the key to the ON position. Before the engine swap, the scan tool worked perfectly. I am using a Memoscan scan tool. I believe the problem lies with the new engine wire harness. I have tried the paper clip method and it looks like I am getting code 20. (I believe this is the code for the ELD). I need to be sure of all of my CEL codes.
I have a 96 civic DX, 5 speed, with an OBD2A B18C JDM GSR. I am running a Chase Bays CM1 harness. The new harness (pictured) has 2 flying lead wires that were not connected to anything when I got the harness. 1 wires is Black/Red and wire 2 is Purple/Black. I am also using a USDM OBD2A P72 ECU. The number on the ECU is 37820-P72-A04.
I called Chase Bays and was not very impressed. A guy finally answered and said that wire 1 (Black/Red) was for the ELD (electric load detector) and wire 2 (Purple/Black) was for the scan tool. After researching, I used a quick splice to connect wire 1 to plug D16. I spliced wire 2 to plug C7.
Do the flying lead wires (Wire 1 and Wire 2) go here? Could this be causing my scan tool to not function? Please help!!

Here is one of the flying leads (Wire 2) (Purple/Black) spliced to a wire going to D16.

Here is the other flying lead (Wire 1) (Black/Red) spliced to a wire going to C7.

Here are the flying leads from the Chase harness spliced into the plugs that go into the ECU.

Thanks for the quick reply. I just tried C8 and I still got a linking error. I'll have to try again in the morning. Maybe I didn't get a good connection.
I ran into a slight problem. I'll try to reconnect the wire to C8 and see what happens. I'll post results when I redo it. Thanks again
