Seat belt wont come out far

I have a 89 Civic and the seat belt wont come out far. It locks everytime i pull on it. What could be the prpoblem? I already took the interior side panel off and it looks fine.

Or take the car to any Honda dealership.
Lifetime warranty on all seatbelts.

What if the winders no longer wind? Is that grounds for warranty replacement?
