underdash fuse panel problems.
I have had a no start condition for a couple months. 1989 Crx si b18a1 swapped with obd1 dizzy and obd1 p75 ecu.the car cranks over but doesn't have fuel or spark. the main relay doesn't click. Ihave been chasing around with my test light, the underhood fuse panel is all powered up. the ignition switch test good. the main efi relay smelled burnt so i bought a new one at advance auto. the only problem I've found so far is that 3-6 of the fuses under my dash have power. the rest are all dead.
I. went to the junkyard and there's an 89 hatch that seems to have the same fuse panels ill be buying them Friday since i decided to tear my under dash unit apart to see if the inside was melted like the #3 fuse slot is. the inside had 3-5 spots of very light corrosion but nothing seemed heavy enough to cause issues.
so now I really don't think the fuse panel is the entire problem. anyone know of something else inline like another relay or a fusible link that i need to check or am i chasing individual wires at this point?
The car has a squarish guage cluster and a rounded cluster hood so I'm assuming the cluster has been swapped, is there anything i should look for in there?
I also found that the cigarette lighter relay was unplugged but i doubt that is what's causing my problem
there's a black wire with silver or white hash marks with an eyelet. i assume this is a ground.. it was attached to the radio bracket? I doubt it was doing much connecting as it was loose and between plastic. any clue what that ground does?

The previous owner ripped out the a/c and the heater box along with the climate control and radio. there's a jumper harness and I don't have much faith in it. I have 4 ecus i could use obd0 pr4 and pm6 obd1 p75 & p28 the car is running obd0 injectors with the resistor box and an obd2 alternator.
This car ran until I put in the garage to replace a leaking water pump and while i was in there decided to pull the engine harness. i cleaned several connectors and covered the p.o. solder jobs with liquid electrical tape made by permatex.
I reinstalled the engine harness with dielectric grease on the plugs which i later deemed detrimental to my electrical woes. Ihave since removed the dielectric grease. and reconnected the plugs several times each to promote solid connection. any and all help is appreciated. thank you all in advance. I can't wait to be back on the road.

Not to bump my own thread or anything... but I could really use some help. I bought a junkyard fuse panel for under the dash and under the hood, although I'm not sure that one is bad.
Would anyone be able to tell me whether or not there are any power sources other than the underhood panel that I need to check?
I guess what I'm trying to say is do the three wires that come out of the underhood fuse panel go directly to the under dash unit? I tested the ignition switch directly at the switch and it seems to do what it needs to.

Well, I figured out what The problem was, a bad ground to the ecu. The temporary solution was a jumper wire from another ground pin. I really need to simplify the main harness. Would be nice to find a mint one, but in a 25 year old car... fat chance. I was days away from stripping all the wiring from a del sol in the local junkyard, could've used everything. I'm pretty glad I didn't though.
