2000 si b16a2 not starting

2000 si b16a2 not starting
hey guys, got myself a new timing for my 2000 si with a b16a2.. downloaded the service manual and lined every piston up with TDC and car just wont start. have double checked every other connection that could possibly be the issue. any help would be appreciated!

Timing is correct and spark is at all plugs.. Does the alternator belt have to be running and could the fact that the car sat for 3weeks have affected the battery?
