Default Idles too high to pass emissions, but won't go any lower.

My 1994 civic is idling at around 450, but it needs to be less than 400 so I can pass emissions. I lowered the idle by what seemed like a ton, but it apparently only went down 7 rpms. It is as low as it can go without stalling, until I plug the sensor back in, then it jumps back up a ton. What else could be an issue that I haven't addressed?

I unplugged the sensor, and(with the engine on) adjusted the idle as low as it would go. At one point it even stalled out. I got it down to about 100 RPMs, but when I plug the sensor back in it jumps up to like 450. When I kept the sensor unplugged, it did like 1000 RPMs for some reason.

The stock idle speed for your car is around 650 rpm, so your first post makes no sense.

700-750rpm's is the standard adjust the idle screw if you want it higher or lower.

He's talking about the no load unplugged EACV test where it's supposed to idle around 420.
