Default Stock Civic DX 94 Running Rich Help!

OK guys so i have been failing smog in Nevada due to High HC at idle because it is running rich. I have checked for vacuum leaks, i replaced cap and rotor, wires, spark plugs, oil change, new O2 sensor... and its still running rich its only over by 20 points here in Nevada everything else is fine it runs great and idles smooth any ideas on what can cause the problem? I also checked the FPR and its also fine. let me know what the problem can be i been struggling with this for a while and ive worked on hondas for a long time and this is the first time i encounter this issue.

Possibly clogged/stuck/leaky injectors. That was my case when I had the same smog results/issues.

ok so check engine light wasnt on but i jumped the blue plug for code and got code 15 for low ignition output now what?

Reset the ECU to see if the code returns.

Has the fuel pump ever been replaced ??? Have you actually checked to see what the fuel pressure is (check both vacuum and static pressures) ???

Another trick you can do just to pass emissions, if you are close, is to retard the ignition timing a couple of degrees. Doesn't fix your problem but will cheat emissions until you can isolate and fix the problem without being carless in the process.
