Your plugs may not be pushed into the back of the cluster all the way. Check that. We also need more specs etc etc. Pics would help too.

I'll post some pics in the morning. My 99 dx. I installed the tach. It works fine, no speedometer reading on the other hand. I didn't mess with anything besides removing the cluster and wiring the tach to the hood to connect to the tach signal wire. When I reconnected the cluster the speedometer needle stayed at 0 even in 2 gear. I tried checking the plugs behind the cluster and they are fine. Lights, temperature and gas work fine. Just not the speedometer.

I know this may seem silly, but are there any check engine codes? Even if the CEL isn't lit, there still can be codes. Retrieve them if there are any and post them here. While you are at it, make sure your vehicle speed sensor, sitting on top of your differential, is plugged tight.

No check engine light. I guess I'll go to autozone later to have them check for me. I checked the speed sensor and it's tight and unmoveable, I also checked the fuse and it's fine.

Did you swap to a cluster with a tach or did you install a stand alone aftermarket tach?

Describe how you installed it.

Did you remove the cluster during the install?

Yes i removed the cluster, ran the wire to the tach signal wire thru the firewall. The power cable of the tach to the fuse box and the ground to a piece of metal. It worked when I turned the key to the on position. I said "ok it works" started to put everything back in place when I decided to check the cluster and the tach together and I reved the engine and the tach moved just not the speedometer. It stays stuck at zero.

In general, you need to provide more details if you expect to get any help.

Why didn't you just use the blue wire in the cluster connector? You ran a tach signal wire though the firewall. What exactly did you connect the wire to? How did you connect it?

The power cable of the tach to the fuse box
Where in the fuse box? The dash fuse box?

and the ground to a piece of metal.
Where?

It worked when I turned the key to the on position.
It? Speedometer or tachometer? With the engine off?

The speedometer will only move when the car is moving, not when you rev the engine with the transmission in neutral.

I connected the tach signal wire to where it had to go. On the wire with the pill on it on the driver side. I couldn't find it in the harness. A piece of metal near the cluster and steering column. I connected it to The in dash fuse box. The speedometer was the one that didn't work. The tach worked fine. I drove the car and the speedometer still didn't move. The tach did but the speedometer didn't.

Where?

Did you tighten/turn any screws at the rear of the speedometer when the cluster was out?

I connected to an open prong on the fusebox.

No I only took off the plastic cover to clean it since it was dirty

Should I replace the tach to the c8 or not?

Post a picture.

This requires removal and reinstallation of the 4 speedometer screws, right?

No. The tach is fine. I posted the information as an FYI just in case you need to tap into the blue tach signal wire located under the dash in the future.

Oh, the clear cluster lens. I thought you removed the plastic printed circuit board.

Anyway, make sure cluster connector B is fully seated. If the speedometer still doesn't work, you need a multimeter to troubleshoot further.

You posted a picture of the dash fuse box but didn't indicate where you tapped into the box for voltage.

I tapped into the box right next to the fuse puller.

That's fine - the IG2 option slot. Just wanted to make sure you didn't tap into something that might have affected the speedometer.
