Default Evaluate this rust, seems minor

I've found a nice clean Integra with the exception of a small rust spot that is starting.

This isnt the best picture, but shows a bit of rust starting in the usual spot. Is this something that will be easy to cut out and replace? Or is there a good chance the rust is into the inner panel as well? Just looking for opinions from those that have dealt with this same problem

The rest of the wheel wells and arches look fine, the car is by no means a rust bucket

to do it right,you will need to grind it off and repaint

You will find as you remove all the paint along that area to the bumper there's more rust and the metal is paper thin.I'd replace the whole section up about eight inches an back to the bumper cover.
