Default 96 civic lx won't start after it rains

My 96 civic lx will not start after it rains or after I go through a car wash. When I go to restart it everything is reset and the ecu is clicking. Also when it does start it will develop a low idle about 500 Rpms Is this moisture in the ecu? And it is a good idea to replace it? Thanks

After a car wash, have you checked for moisture in the engine bay or around the ECU?

What's clicking is the main relay to the right of the glove box. When this happens, does the fuel pump fail to prime?

Have not checked for moisture. The radio resets. And the clicking is coming right around the ecu/glovebox area. The fuel pump primes but all the power is very faint meaning low. Lights are dim blower motor barely works ect...

Does the starter crank the engine fine when the problem occurs?

Have you cleaned and tightened the G1 battery ground connection to the chassis, the G3 transmission ground at the chassis and transmission, and the G101 ground on the thermostat housing?

Have you checked whether the 7.5A hood Back Up fuse is blown?

^key information missing in first post - definitely check all three grounds, especially G1 and G3.

Ok grounds all sanded and cleaned. And 7.5 hood back up fuse not blown. So you don't think the ecu is going bad?

Is the main relay bad possibly?

Does the problem only happen after getting wet? Is it fine during dry circumstances or does the low idle occur all the time?

It is only when it gets wet. I got a car wash Saturday it was fine all day and Sunday. But this morning it occurs. Main relays keeps clicking continuously with key in on position. Also it's all I have a dead battery dash lights are dim. Headlights don't work. It's really weird
