Icon2 Codes from my ECM

I have a 1992 Honda Accord Lx and when I Try to retrieve the codes my ABS light blinks but not my check engine light. is this normal or something wrong with my ECM? the car wont start and when I turn the key on I cannot hear the fuel pump.The code i get from the ABS light is 21? Thank for any help i can get.

Check your main relay under the dash for power to the fuel pump. If there is power there then it would be your fuel pump or the wires to it that have failed.

If your check engine light does not flash with the SCS connector jumped, that means that there are no PGM-FI (engine sensor) codes stored. There are no diagnostic trouble codes for a fuel pump or main relay failure.

If I'm not mistaken a flashing ABS 2 - 1 code from your ECU is an ABS code for the emergency brake. I'm not 100% on the 4th gen (90-93) ABS codes. Those are the OBD1 ABS codes for the 94-95 Accord.

thank you for the reply.we changed out the main relay and have fuel pressure now but it still wont start.we haven't checked for spark yet.thank you once again
