Default lowered 95 civic

Bought a 95 DX its dropped on adjustable coilovers, at low speeds it fades to the right pretty bad took it to a shop in my town and mechanic is saying I need special ball joints and possible control arms.. anybody else ever had this happen?

Take it to someone who knows how to adjust the toe settings. Aka alignment. Unless the ball joints are bad or the control arms are broken/bent, an alignment will fix the issue
