Default ecu differences PM5 A30 & PM5 A09

1.5 D15B2
After spending too much time and money on replacing parts for a code 16 no start problem, I got a meter and did electric testing. Everything checks out up to checking volts at main red wire and aux yel/blk. Getting conflicting info from repair manual as to what should or shouldn't get volts following the sequence and what to do. Problems seem to be at main inj red wire at A3 and A4 and aux inj yel wire at A1 and A2 in the ecu.
Problem- With both connectors on injectors, engine will not start. [tried 2 inj, both are in R range]If I disconnect the main inj, engine will start/run/rev [up to 3500 rpm] If I connect the main inj, press gas pedal, engine stalls, will not start. Disconnect main, engine will start again. ECU main inj circuit fried? Short in ECU?
My ecu is PM5 A30. While searching for an ecu, found that 88-91 civic and crx used PM5 A30 but also that some 90-91 crx used PM5 A09
Anybody know the differences? Does the A09 have better performance programming or stricter EPA pollution controls?

There are MANY models of PM5 Some are for California cars only, some are for auto trans, And evidently there is a difference or there wouldn't be A30 and A09

When I was still DPFI, I switched from the PM9 to PM5 ecu. Ran smoother with the pm5. I read somewhere that the pm9 ecu was not as good as the pm5. Probably de-tuned for the d15b1.
