ACG fuse keeps blowing

Default ACG fuse keeps blowing

I have a 1994 Honda civic ex. I just did a tune up on the car, new spark plugs/wires and a fuel filter. It started up and I was running it and it just died and didn't start again. The engine turns over but there is no spark, and no fuel pump sound. I noticed that the ACG fuse had blown so I put a new one in and it blew again as soon as I turned the ignition on. So I unplugged the main relay, put a new fuse in and turned on the ignition, the fuse did not blow. So I thought that the relay was bad so I replaced it but when I connected it and put a new fuse in it, it still blew when I turned on the ignition. I've checked the ECM to see any ware or corrosion but saw none. I also sanded the ground on the ECM to be sure. Now I know you're not supposed to do this but I put a 30 amp fuse in instead of the 15 amp one and it turned on right away but after starting it several times it blew. Any ideas to what is causing a short and were it is?
