Default 1999 Intlegra Ls, Doesn't work without OBD2

So I have check, replaced, cleaned almost all the parts under the hood to do with idle, What I have found is the car only runs/ starts with an OBD plugged in (strange huh?) When I plug in the OBD tester the car will start and drive like nothing is wrong, just unplug it dies and won't start. Does it give me any codes at all. I don't plan on driving with the obd plugged in and want to get it fixed. Where should I start?

UPDATE ** So I'm guessing it has something to do with a relay. I have replaced the ECU just to check and it doesn't start without the OBD scanner, What i know is there is an anti theft lock on the hood to sensor any touch of the vehicle and signal the alarm. Well it was damaged during the car accident which damaged the hood and seems the wire goes through the engine bay into firewall under dash near the fuse box. maybe it burned something?

You don't get a CEL when you try to start without the scanner plugged in?

THE CEL turns on when you turn the key then it goes away like it should. The car doesn't even start without the plug.

Most likely might be the Viper Alarm problem.. Replaced relay and it still continues.

Where to start?

The red circle is the wires to do will the alarm system should I just cut them? And second image is the alarm console, should I just unplug that part?

no don't cut, unplug them that's what I did with mine since it didn't work.

Well I took it to a local Sound/ Alarm shop, my answer was it's not an alarm problem but an electrical problem. Directed me to another place to get it fixed. Hopefully it works.
