Default Bogging at High RPMs

1991 civic si 1.6 It all started when I downshifting from 5th to 4th going up hill. I heard a click and it began to sputter and bogging when trying to give it gas. The engine light went on got home turned the car off turned it back on engine light went off. Car stars up fine idles fine. Car drives fine untill you get about 30 miles into the drive car starts skipping if you give it gas. Took it to the shop and they hallowed out the cat thinking it was clogged but the problem is still there. It has a new fuel pump,, cap and rotor, spark plugs and wires. Any help or suggestion would be appreciated. Thank You

Get that fuel filter changed son. It sounds to me like a fuel delivery problem. And just because the CEL is off, doesn't mean the code is gone. Retrieve the code and go from there, son.
