Icon2 What am i doing wrong? F22 Ignition timing.

So everytime after I'm done adjusting the timing(red mark was flush within the ">" shaped thing you aim the gun at)I turn the car off(accessories and all) & pull the jumper from the service connector. I go to recheck the timing and the red mark specified by my Haynes manual is nowhere in sight. What am I doing wrong?

The manual says once dist. fasteners are tightened up, switch engine OFF. Then unhook jumper wire.

Now I can google the definition of off, but by off does it mean just the engine or all accessories too?
