Default Brake locking up?

On my 99 civic lx sedan I'm having issues with my rear wheel locking up. I noticed it when it snowed a couple months ago. When it was on snow or ice it just slid and was locked and when it hit asphalt it spun. Well my wheel cylinder was leaking so I replaced it and bled all my brakes. I have not had to use my ebrake since then as I usually keep the car in gear(manual). Well tonight in the snow parked on a slight incline the car slid while in gear so I had to break down and use the ebrake and you guessed it the rear passenger wheel is doing same thing it just slides on the snow. I'm assuming it is hanging up and causing additional friction always. I never smell brakes burning or anything though. Anyone have any ideas what would cause this possibly? Thanks for help in advance.

How tight is your ebrake? Maybe the cable is getting hung up. See if it slides freely when removed from the caliper.

Sometimes it will go half way up when pulling like normal. Other times it'll go 2-3 clicks up.

Check everything associated with the e-brake cable. Jack the back of the car up and use the other good side as reference so you know what the moving parts should be doing when the e brake is applied and when you have it released.

Did your brake shoes get a ton of fluid on them with that leaky wheel cyl? That could make them stick a bit too. Are you sure your new wheel cyl is working right and not staying partially applied? Good luck, had this happen on my old integra, turned out to be one of the e brake pivots was really rusty and wouldn't let the cable release.

The shoes didn't appear to get anything on them. Going to replace the shoes and springs this weekend. If it is the ebrake pivot how does one replace that?

The pivots on a caliper are different than a drum.

Hopefully this link works for you

I would disconnect the parking brake from the parking brake lever to see if it moves freely by pulling the e brake. If it doesn't you have a worn / broken/ binding cable. If moves good your problem has to be somewhere in the brake hardware inside the drum.Make sure the part labeled "clevis B" isn't adjusted too far out, this can cause the drum to drag. Make sure your e brake lever isn't binding. Check to make sure your shoes are able to move out and return on there own. Good luck! Hopefully getting new shoes and hardware solves your problems.

I know if any brake fluid gets on a pad or shoe it will lock up every time the brakes are applies hard. They will also lock up when gently pressed in the rain or snow.
