Default B20B vtec NA Tuning advice?

ok so im new to this whole new tuning thing i have a b20b block with a gsr head.
completely stock except for i/h/e. so my question is that its throwing a code for vtec.
so i got a local performance shop here in central texas and they are willing to basemap tune it on s300 for 700$. now im not cheap by any means but that is a bit expensive especially just having a new born. so im wondering i got a buddy that has a neptune demon chipped p28 for 200$. i need a wide band of course but is there any advice on which route to go. this will be a daily and with no time on my hands any way i can just buy a chipped vtec ecu to make it run normal. it runs decent on the p75 but i cannot get it inspected unless i clear it up.
so
b20b block stock im presuming (have not opened it up)
gsr head stock im presuming (have not opened it up)
p75 ecu (obd1)
runs decent like normal but can this affect me in the long run?
any decent tuners in the austin/dallas area that i can go to. that can tune on neptune?
please no haters maybe some of the stuff im stating makes no sense but like i said im new to tuning. all i did was Straight swaps.
thanks in advance
