Default ECU toasted? fuel pump not priming car not turning on

Hello HT, I got a 1995 Acura Integra and yesterday i tried to start my car up and no go... i dident hear the fuel pump priming when i turned the key over so that was an immediate problem. I replaced the Main relay and still nothing. jumped the fuel pump at the main relay and it kicked on so with that still on i tried to turn the car over and nothing... I am running a JDM B18c(R) everything stock for the most part on a chipped p28. I'm thinking that its the ECU i checked the fuse for the ECU under the hood and it looked good even replaced it i believe it its a 15? Before i buy another p28 and get a chip made by xenocron anyone have any other possible ideas? ill post a pic up of the ECU in a bit doesn't look like any capacitors are blown or anything.

If I was u, if u have a friend with a Integra obd1 ecu ask to borrow it just to start the car and if it starts then ur ecu is bad. But don't drive on it! Just to start.

Check for power at the injectors, [wire that is the same color at all 4 injectors].
Check for power at IGP1 and IGP2 at ECU/ECM.
Check for power at distributor assembly.

Check all the above with ign. switch in BOTH the run and start positions. 94
