I picked up a set of 17" OEM 2013 Accord takeoffs.

My question is the alignment different between 16" and 17" wheels?

I still need to get new rear control arms before putting these new rims/tires on.

Would the alignment shown on the TSB still be true for 17" wheels?

If the suspension was left untouched when you installed the wheels, then no. You don't need to get an alignment done.
