94 civic lx d15b rough idle /bogs on acceleration

my 94 civic with d15b stock motor is runing like crap starts but sound like its missing like crazy and can barely accelerate cause it bogs when you try someone told me to check timing and its correct im not getting any cel's and keeps fouling plugs any help please

please move this to the correct spot
