What are the two plugs in a D16 girdle for?

see the main section that runs along the center of the girdle? there's a plug at one end, then the slanted section between cylinder 2 and 3 has another plug.
And what's the little tin piece for underneath the block held by 2 10mm bolts?
I'm not an expert on this, but I'd offer a guess...
Since that's not really a serviceable area and looking at the design of the oiling system, my "guess" is that it's a side effect of the manufacturing process.

The little tin thing is an oil diverter, it just directs oil to a certain location.
