Default 1990 Honda Civic Si "Taillights Problem"

When I start my car my tail lights dont stay on, when my car is off and I turn the key foward my tail lights are on. Its when the car is started the tail lights stop working, but when driving the tend to come on for periods of time then out again.

I let a buddy take a look and thought it was the ignition itself and swaped out the ignition with a parts car and it worked for about 25 mins, then stopped and my horn started acting up as well now. Any thoughts? I was also told all fuses were good, but I could always check again.

Thanks,
Latty

Bad fuse box possibly. Faulty wiring somewhere, loose or broken wire.
