Default 98 civic hx e brake issues

Short and quick (if I can)

Put new shoes on rear last week....
while doing so the wheel cylinder pistons came out on both sides, totally my bad. cleaned them off and put them back in knowing i would have to bleed them now.

so this -6 degree fun came in earlier this week and while driving home i stopped and applied the e brake, it then stuck in the deployed position, driving home i noticed the *** end being a lil sluggish.

put car in garage (unheated) w 2 space heaters for 11 hrs and got thawed enough to get e brake disengaged. Took off drums and inspected the shoes, they seemed fine, springs were all on and not deformed.

Thinking it was the brake cables in the sleeves that were freezing up, I removed the arm rest and blew the lines out from the interior to the back, shot some wd40 in the lines (help displace the water) and then put air pressure behind that to push the wd all the way back down the cable.

Got out today and the damn things are frozen again. Any advise on how to fix this?

Did you possibly install the shoes, springs, or clevises backwards?

In the diagram, the driver-side rear wheel is shown with the front of the car to the left and the rear of the car to the right.

Thanks for the response, the only thing I can see that would be different would be the pin pivot pin that retains the parking brake lever goes from back to front not front to back like in the diagram (pin comes in from back of shoe and retainer clips facing drum not facing dust shield) there are no interference issue with this I checked everything. now that its not -12 whatever they are working right, is there an easy way to keep cables from freezing again, Ive tried pumping wd40 in the casing with little luck.
