Default Vafc and Vtec Question

I recently purchased a 94 Accord Ex. I pulled the ECU to install my Vafc and noticed the ECU that came with it is the P0b, which is the non Vtec Ecu...My question is, can I use the Vafc to activate vtec at the OEM RPM setting, or do I need the vtec Ecu?

Thanks.

I thought P0A was the non Vtec ECU. F22B1 should come stock with the VTEC ecu on an EX model. Wont see a great difference in VTEC on that style. Its a different type
