Default OBD2 ECU Tuning help

What's up everyone. I have a couple of questions and hope someone on here has been in my shoes and can answer them for me. Alright, here is my dilemma, I have a 2000 Civic Si with a JDM ITR swap. I am looking to get a Tunable ECU for it but need it to pass State Inspection legally, which here in NY they hook up the OBD2 cars at the DLC connector and run it on a computer which checks for DTC's and checks for readiness monitors. Obviously running on and OBD1 ECU with a Step-down harness will not work. I spoke to Hondata, they told me they cannot use their S300 in an OBD2 ECU, so that option is out as well. I do have the original P2T ECU, however I want to tune the car and there are a few sensors that are not hooked up ( Crank Sensor, does not exist on JDM Engines, & EVAP System was pretty much non-existent when I bought the car. All other sensors are there and in tact ) Now, I have no tried the JDM 00-01 ITR ECU or a 99-00 CTR ECU to see if this will work. Has anyone ran into this issue before? If so how did you go about it?? I would really like to avoid having to run on an OBD1 ECU and having to switch ECU's & injectors every time I need to pass inspection. Thanks in advance for any help.

Why would you need to switch injectors.....just shave down the clips on the OBD2 one's if you think it makes a difference(it doesn't). But before we go further is that jdm itr a 2000-01 engine ? if not i'll just say it now, you're out of luck you're not allowed to have an older engine in a new car look at the casting marks on the head. as for the evap that's be a pian to hook up but not hard for the crank sensor I don't even know if there is the mounting point on the JDM block so yah. but if you can get those hooked up really how hard is it to unclip a jumper harness ?.

and NO there is NO WAY to tune on obd2 it's been asked many a time sorry.

Reason for Swapping injectors would be because I have bigger injectors. Engine is the 96-97 spec. Which isn't a issue.

Having bigger injectors doesn't answer why you NEED them. A stock engine will run just fine on stock injectors, and JDM stock injectors aren't magically bigger than USDM stock injectors.

You need to use a USDM ITR ECU. It will throw CELs for the missing sensors - you need to install them from a USDM motor.

That said, no, you cannot legitimately tune on OBD2. Period. You haven't given us any reason that you need to actually tune, though.

How is that not an issue, the engine being older but the other things are ?. All B-series OEM injectors are 240cc both vtec and non-vtec do you have aftermarket one's on there now ?. look where the CPS would be mounted on a obd2 b-series and see if you have the mount for it on your block.

I had this engine in an EG before, reason I upgraded the injectors was because I had the engine tuned and my tuner told me to upgrade the injectors so I did. The engine is internally stock just has bolt on's.
Problem with the USDM ITR ECU is the immobilizer, I have read that it is removable. Can anyone verify this??
Reason I tune, I tune ALL my motors for max power & reliability. I like to make sure the engine is running clean, perfect and at its full potential.

You think you can do reliability better than the minds at Honda?

Immobilizers are easy to remove. 5 seconds on Google would have told you that. You can do it yourself or pay people who know what they're doing to do it for you.

Well you are right about the reliability part, Honda does know best.
But, there is no way to get the full potential out of the bolt-ons unless you tune.

Get a step down to obd2a and get an obd2a p73. Once inspection is done you can switch back to your tuned ecu. Problem solved.

Of course there is a way to chip an obd2 ecu but the chip is a one time burn chip so if the tuner ***** up that means you will have to buy another chip and have it burned and then put into the socket.
