Default 97 accord SE ABS Pump/motor replacement

I pulled out the old ABS pump/motor assembly out of my aunts car, put the one i pulled from the JY, and im reading a write-up of how to change it out, and it says to fill the reservoir with fluid, turn the car on, and wait for the ABS pump to stop, turn the car off then release the pressure through the bleeder on the top of the pump assembly, but it never stops buzzing and no fluid goes anywhere..

What am i doing wrong, was i supposed to pre-fill the ABS assembly somehow??

their neighbor is a certified honda technician, im just trying to figure this out myself for future reference

This is the write-up i followed:

My biggest question is, If i run this pump too long without it being full of fluid, will it burn it up
