Default Bogging Randomly

My car is bogging frequently. Sometime its very good and other time its not. This effect is very prominent in lower RPMs Lower than 4k

I thought Three Things

1. Fuel Pump
2. Fuel Pump Regulator
3. Dustributor Cap, rotor and Ingiter

I do not have a fuel pressure gauge and it is definately the best way to check it. However I think Fuel Pump Regulator is the culprit because With Engine off key on very less fuel is flowing through it. I removed it and pumped air with mouth and it passes a bit. No effect with or without Vacuum applied.

Then i pressed hard the opening in fuel rail from where the regulator was removed. Key was turned on and I could not stop the fuel with my full force, Which says pump is sort of Ok

My engine is F18B which came in 98 CF-3 Accord.
Question here is

1. With Key on Engine On should fuel pass out of regulator fast?
2. Here parts are not that easy to find, Ill search junk yard. They dont know which car the part came from. So for EFI cars i guess they are same (irrespective of mechanical design) to maintain 45 Psi

With zero vacuum at the regulator, it should be sealed completely off. Hence more vacuum, throttle open less, less fuel pressure needed at the regulator and so on.
