It's California Smog TEST.

I have Honda Civic 1995 LX model.

I passed the CO% and the HC on 25 mph emissions test but the 15 mph test did fail.

HC(PPM)15 MPH test Max 74 Measured at 78 So failed by 4
CO % 15 MPH Test Max .41 and Measured at 0.75 so failed by .35

This was my 25 mph test results which passed.
HC 25 MPH test Max 44 and Measured at 35.
CO% 25 MPH test Max .41 and Measured at .35

Before the test i did take my aftermarket Air Intake out and replaced it with the original Airintake but i messed up and didn't put the new Air Filter in and that Air Filter in the original i don't know how old it that is. Would the air filter make the difference?
