98 Civic EX starting issue.

Default 98 Civic EX starting issue.

It's end up with a 98 ex. Tried new battery and shot a few shots of starter fluid in it and it sputters a little but nothing. Also notices that the engine doesn't turn over fast and seems a little sluggish. Pulled a plug wire and checked for spark and had it. What would be the a few things I should check next?

Clean battery contact points
Clean battery wire contact point on starter.
Measure battery voltage.
Do you hear the fuel pump?
Have you checked all fuses to make sure min are blown
You have spark, good. Do you have spark when it's needed.?
Make sure spark wires are in correct cylinder.
Once that's done. Remove 1 plug only at a time and crank engine over, you should smell fuel from that 1 cyl.
If no fuel. Test injectors. Use noid light or voltmeter to check if injector connectors are shooting out power.
I'd check mechanical timing.
If all that works, I'd run a compression test
If you have compression&spark and all fuses good and you hear fuel pump
I'd replace fuel filter& measure fuel rail pressure.

Ok didn't get the car towed in until late but here is what is going on so far.
I hear the fuel pump when I get ready to start the car.
It have been able to get to to start a few times and it would spit and sputter for about 10 seconds and die.
I can smell gas fumes from muffler so I'm guessing that I'm getting fuel.
I'm getting spark from plug wires but haven't checked plugs yet.
It almost sounds like it's it out of time or has jumped time because it struggles when I try to start it. New battery and jumping and same time so that's not the issue.
Update tomorrow after changing plugs.

Well it was something simple as heck. The a/c xompressor was locked up and it wouldn't let it turn over. I whack a few soft times with a hammer and it broke loose. It starts up every time now. Amazing what having a extra person will so. I wasn't able to look under the hood before when I was alone and trying to start it. Now I'm going to research the revving issue and the battery light staying on issue. I'll be back with a new thread if I can't figure those out. I would like to thank everyone for the advice that was given though. Research and asking questions is the only way to learn.
