Default Making up for drivetrain loss and altitude

I did the math for a B18C 170 hp and with 2000ft elevation and drive train loss I am looking at about 145 horsepower to the wheels. I did research and reading dyno threads and it seems most people can get to 170 or 180 to the wheels with slight modification so I made my list to which I hope can get me near the 170 to the wheels but I've never built N/A before so need opinions.

Skunk 2 Stage 1 camshafts
Skunk 2 pro series manifold port matched to 68mm matching throttle body
Supertech Dual Valvesprings and Titanium Retainers
Private Label MFG Power Driven 4-2-1 or Y tube
Homemade velocity stack
Dyno tune
