Default Car wont start (video+sound)

My 99 Accord won't start. I pulled some fuel hose off and turned the car on and fuel came through so I don't think it is a fuel pump. I took of the intake pipe and sprayed starter fluid in the intake while someone else tried to start the car and it didn't do anything. Belts are turning so I am ruling out any bad starter or battery. None of these things seem to help so I think it is electrical but not sure which direction to go to check the ignition. I replaced the distributor cap and the rotor thing and ngk spark plugs and wires probably over 30k miles ago so I don't think it is that. Also, I don't see any antifreeze on the ground or any milky oil plus it has been very cold outside this last week so I don't think it is blown. Video below of sound. What do you think it could be?:

Is the CEL staying on?

Next, I'd for spark - several methods - at the plugs.

Basics for an engine to run are FAST:
Fuel - Certain fuel pressure is needed for the injectors to fire which can't always be verified visually, but it should do something when spraying starting fluid in the TB.
Air - Self explanatory, check air cleaner for restrictions. Should still attempt to start at least.
Spark - Needed to ignite the fuel - you can check by pulling a wire and holding the business end very close to the engine somewhere and watch for spark while someone is trying start the car. Got a spare distributor to try? there are a few things that can go wrong inside and cause ignition problems. Might be a good idea to open the dizzy and just check it out overall.
Timing - ignition timing is non adjustable on these motors.

Also you can open your oil filler cap and watch for the cam to spin while someone tries to start the car. This should give some indication whether or not the timing belt could have broke .. although I'd imagine it would be making a bit more noise in the video if that were the case.

check primary and secondary ohms at distributor to make sure of proper voltage from icm and igniter... try compression test of all 4 cylinders. if that doesnt conclude anything

hey all my car is doing the same thing.. its been doing this for yearsss.. my brother replaced the distrubator cap like 4 years and it was great drove perfect for a long time.. now every once in a while it wont start, ill have to sit in the car for like 13 mintues and try again and it would start.. now for 2 days it did not turn on, and this morning It turned on perfect... I took out the the fuel pump yesterday and tested it with the battery and it ran. so the fuel pump was good.. took the plugs out to see if their is oil but there isn't.. I am assuming it is my cap again. same could go with your car..

oh and my car is a 1992 Honda accord lx... smg tech. when you changed ur distrubator cap was it ok the car??

Thanks for all the replies. I was able to find this site: http://easyautodiagnostics.com/honda..._systems_2.php that proved very helpful in diagnosing the problem.

The problem was a faulty distributor cap that I thought I had replaced around 30k ago but probably more like 50k or more ago. While in the process I changed the plug wires also which I thought I had replaced...but they still said 1999 on them.
