Icon6 Electric power steering problems! help!

so i bought a honda civic 2001 es8, everything works fine except when you turn the steering it does not come back. so my mechanic said its the whole unit(electric power steering rack) have to change, so they changed it. then the problems came, the rack they put on was japanese and my car is singapore so they said the brain could not read it so it didnt work, they tried alot of things like reseting the brain and changing the relay and even changing the brain and nothing work. so they decided to put back the original one and its not working at all, the brain apparently not reading it, an electrician recommended that to put back the newly bought japanese rack and he would configure a japanese brain to work in the car... is this okay or what should i do? do i have any other options? this is costing $4000 dollars

If it is not working with a new rack, then there could be a problem with the computer as well. This is a tough subject but hopefully some person who is a trained honda tech might answer after me.
