Icon2 03 CRV rear wheels seized up?

I have an 03 Honda CRV
About 3 months ago it started making a grinding and groaning sound from the back wheels when braking. It also makes a constant chuga chuga sound coming from the back wheels while driving. The sounds seem louder on the drivers side.
Originally I thought it may be the brakes so I checked those and they are fine. All this began immediately after having a tire replaced. This may sound stupid but I thought maybe the dust shield was loose or a rock was between the rotor and the dust shield. I never found anything and dust shield is not loose.
Then yesterday I went to back out of the driveway to find the back wheels would not move at all.
What in the world is wrong? I am a single mom and I don't have a lot of money so I need this car to work until the doors fall off.
What should I be looking for? Any advice would be greatly appreciated!

Sounds like something is up with the parking brake if the brake mechanism looks fine. What does the parking brake do when you pull it up? Does it feel different (like tight or lose)?

Parking brake would be the first thing to look into.
Also, if the rears are drums (vs rotor / caliper), those could be seizing also.
Unfortunately you won't be able to fix that on your own unless you have a decent set of tools.

A quick Google search shows that the 03 CRV has rear disk brakes as opposed to drum brakes like the Gen 1. Besides the parking brake locking up, check the calipers and make sure they aren't seized up and that the slider pins are properly lubricated with a silicone lubricant.

Now while you can service disk brakes with a basic ratchet set and isn't to difficult, DO NOT do so if you aren't comfortable doing so.

The emergency brake is a little loose when first pulling it then it tightens up. That has to be it though because I had pulled the emergency brake to change the tire the day before this started. But it didn't start immediately after disengaging the ebrake.
Is that a hard fix?

The way you described the emergency brake sound 100% normal. Now that that's sorted out (and unfortunately the easiest fix ), the next thing to check would be the caliper slide pins. Non lubricated slide pins can create an issue exactly as described in you first post.

Now the slide pins are important because they allow the brake pads to freely disengage from the rotor when the brakes are not being used. If they are not properly lubricated, they seize up and can allow the brake pad to still apply braking force, even when you are not hitting the pedal.

Here is a video describing the issue and a step-by-step way to fix it:

While some the stuff in this video may not apply to you (the Subaru in the video is in much worse condition than what you described), 95% percent of it does. It should give you a good idea what type of work is involved if you choose to do it yourself, or go to a professional.

Even if you have to go to a professional, you will know exactly what you need done, so they don't try to pull any tricks...
