Default Front crossmember stripped

The continuing saga of the 91 accord (F22A4) with 260k miles on it. We picked up some bolts for the front cross member at a junk yard today. I went to screw them in on the drivers side and it appears that there is nothing in the frame to thread them into. does anyone know how to fix this? Was there a nut welded in the frame that came out?

Thank goodness it was a false alarm. Evidently the cross member was hanging down far enough so the threads engaged in what seems to be a plastic sleeve. I stuck a dental probe up the bolt hole and was able to detect threads. I jacked up the cross member and was able to thread the bolts in.
