Default burning a chip for a p13 ecu?

I've never worked with p13 ecu's before, but my buddy has a p13 ecu that is socketed and has a chip in it with a handwritten sticker saying "spoon, vtec 3000, rev limit 8000". we have absolutely no idea what's on the chip, and he really just wants a stock p13 rom as he is using a bone stock jdm h22a (obd1). I found a bin file on pgmfi.org's wiki for the stock p13 rom, but what I'm wondering is:

how do I burn a 27sf512 chip with that bin file to use in the p13 ecu? Do I use the same chip addressing as I would for a normal p06/p28 ecu?
